Please do the below steps for getting a report as .csv format in Salesforce.
Step 1: Open one existing ‘Report’.
Step 2: Click ‘Export Details‘ button.
Step 3: Select file format as ‘Comma Delimited .csv’, file encoding type and click ‘Export’ button
