In Salesforce we can setup expire all users password at a time.
Step 1 : Go to Setup
Step 2 : Enter Expire All Passwords in Quick Find Box
Step 3 : Select Expire All Passwords
Step 4 : Enable the checkbox of Expire All Passwords
Step 5 : Save
After this setup the users login for the next time , they will be asked to set their passwords to a new value.
